Certificates
LED Lighting Certificates and Supplier Qualification Documents
Clear certificate previews help buyers review issuing body, standard, validity and model coverage before supplier qualification. Use this page to ask better questions before placing orders or preparing tender files.

Trust review
How buyers should read certificates before trusting a supplier
Certificates are useful only when the product family, model list and requested market match. Before comparing price, confirm whether the certificate actually covers the model, voltage, driver or outdoor lighting product you plan to order.
Certificate matrix
Which document answers which buyer concern?
| Certificate type | Review use | Product scope to confirm | Buyer action |
|---|---|---|---|
| CE / EMC / LVD / RoHS | EU-style compliance and technical file review | LED drivers, control gear, outdoor lighting products and accessories | Request clear copy and model coverage |
| CB / TUV / SAA | Electrical safety and market-specific checks | IP20/IP65 driver series and project supply requirements | Ask for report number, standard and product family |
| BIS / ETL | Importer or project qualification | Applicable model families and authorization scope | Confirm target market before order |

Relationship and scope
How to avoid using the wrong certificate for a tender or importer review
A certificate preview is a starting point, not the whole compliance answer. Buyers should match holder, issuer, product scope and quoted model before relying on any document.
| Field to check | Buyer question | What to request from Topeng |
|---|---|---|
| Holder / applicant | Is the named company the manufacturer, supplier, partner brand or component maker? | Ask for an explanation of the relationship and whether the quoted model is supplied under the same scope. |
| Issuer and certificate number | Which lab or certification body issued the document and what is the report reference? | Request clear copy, certificate number, report reference where available and issue date. |
| Product scope | Does the document cover LED driver, control gear, luminaire or finished outdoor fixture? | Confirm whether the buyer needs component-level or finished-product documents. |
| Covered models | Is my exact model or model family listed? | Request model list and compare it with quotation, datasheet and packing label. |
| Destination market | Is this document useful for Saudi Arabia, UAE, Qatar, Oman, Kuwait, Bahrain, Iraq or another market? | Discuss local approval needs separately; CE/CB/SAA/BIS/ETL documents do not automatically replace local import requirements. |
GCC compliance note
Confirm component certificates, luminaire documents and destination-market approvals separately
For GCC projects, procurement teams should avoid treating every document as equal. A driver certificate, a finished luminaire certificate and a country-specific import approval can answer different questions.
AEO questions
Questions procurement teams should ask
Does this certificate cover my model?
Ask for model coverage before using a certificate for supplier approval or tender submission.
Is the certificate for a driver or a luminaire?
Many documents cover LED drivers or control gear, while the buyer may need luminaire-level documents.
Which market is the document for?
CE, CB, SAA, BIS, ETL and other documents support different review needs. Confirm the target country before ordering.
What should be requested together?
Request datasheets, dimensions, packing list, warranty terms, model list and report reference when available.
